Goals & Plans Progress of technology and economic development of any countries have a close relation with the research activities of the society in such a way that we may observe a very compatible relation among gross national production, export and research and development expenses of the major countries engaged in export which reveals the prominent role of research activities in promotion of technology, economic growth and capabilities of the countries needed for export. Nowadays, in industrial advanced countries, research and development resulting in increase of efficiency, improvement of quality of the products, manufacturing methods, and finally in decrease of expenses, decrease of wastes and improvement of the satisfaction of the clients, shall have more share in comparison with basic and applied researches for which over 60% of national research costs will be allocated to the development researches. In this country, despite weak basis for researches in the society and in spite of difficulties resulted from insufficiency of researches and low research budget, a range of research and development units have been established in may manufacturing centers aimed at industrial development of the country; presently, over 1000 units have been established in the Ministry of Mines & Industries with official research and development units. Unfortunately, in many companies, research and development section is not involved in the current affairs and their role is marginal in efficiency of the research activities. In other words, many research and development units in the country are not included in the production sequence and unfortunately, till the said units are not included in internal production sequence, internalization of the technology process and its productivity shall not be possible. According to the studies and investigations carried out, inefficiency of the research activities of the research and development units of the country is resulted from the difficulties stated hereunder: - Lack of suitable executive structure - Lack of appropriate organization - High research costs - Lack of market and demands of the customers - Lack of research facilities and possibilities in some units - Lack of suitable relation among research and development in order to benefit from research experiences of the researches and existing research facilities - Not using inactive time of the research organs of other units and re-investment needed for purchase of the same devices
We deeply believe that under these conditions, in order to make development, we require activation and presentation of our internal capabilities and for enhancement of the goals and macro-social procedures, including technology, increase of production, promotion of quality, development of non-petroleum export, development of human resources from the points of view of proficiency and creativity, we need executive approaches, incompatible with the environment, comparable with accessible resources and finding these approaches shall not available unless research is carried out based on native ideas and thoughts. The mystery of the progress of the industrial countries is hidden in such approaches and this is the point of which power we should deeply aware and lead the society to the direction of economic importance of such activities. Prediction of obtaining 1 % of the world export share in the long-term project and concentration of the Bill of the Third Plan on development of the petroleum exports reveals the major part of the research and development in application of the scientific approaches instead of traditional approaches in development. General characteristics of the research and development activities shows that investment in research will include about 2/3 of gross production rate in the world, which presently, exceed 25,000,000,000 Dollars. The investment figure in comparison with the total value of the world transactions is 15% equivalent to 75.000,000,000 Dollars in 1995 and presently it exceeds 1000 - Milliard Dollars.
Investigation of the proportion of the research investment to the national gross production of different countries shows direct meaningful relation between export and investment in research section. For example, the share of South Korea of 24% of proportion of research costs to internal net production rate in 1995, was 2.45°r° of total world export in the same year. The study of the texture of the world export confirms this major point that the share of raw material, petroleum, traditional goods and agricultural products of the world transactions is being decreased, having been reached to less than 20% of total world transactions; at the same time, the share of the industrial export, especially technology during the last 20 years, is rising and presently, it is included in about 80% of total value of the world economic transactions. At this time, the part of the know-how in these transactions, exceeding 50% of total cost price of the industrial goods as per economic expertise opinion, is estimated more than 2,000 Milliard Dollars; these figures indicates economic concept of the "Age of Information", applied due to knowledge-centered world economic system. In our country, for promotion of the research and development, relevant authorities and researchers have taken major actions; but, we are far from average world indices. Investment indices at research section is less than 0.5% of gross production and 2% of total value of industrial exports, which naturally will effect in the macro indices of the economy; at the same time, in order to achieve general goals of long-term development plans, we need a share of 1 % which will not available unless through unsparing efforts, planning and cooperation. In order to develop the effects of the research activities, research and development units require renewal of the executive structure on one hand, and improvement of the investment of research expenses on the other hand. Fortunately, due to different bases, the structure of the industrial research system has been noticeably developed. Establishment of industrial research centers at private sector and research and development units in the factories have begun and increase of research companies of compatible industries, specially, evolution of the society for centers of research and development of the Ministry of Mines and Industries, as a coordinating organization with 375 members, active in any research and development units raises the hope that structural conditions for establishment of research and development system in the industrial production and economic circle are suitable, to be realized based on application of a correct planning.
Objectives Coordination and concentration of research activities of the research and development units of Mines and Industries, centers of higher education, universities, research institutions and other executive and policy-making organs aimed at internalization of the technology process, renewal of the executive structures and improvement of the investment and research costs in order to access knowledge-centered industrial economy and stable development of the technology
Main plan Development of science and development of technology along with social responsibilities in return for industrial development throughout the country and helping enhancement of research goals of each member of the society are included in the essential and fundamental goals of the society; main plans of the society are as follows: - Development of the research and development centers throughout the country - Establishment of relation among research and development centers, aimed at coordination of the research activities of the industrial units - Investigation and gathering legal obstacles in the relevant affairs of the research centers and preparation of plans and substitution bills needed for promotion of the methods to be presented to the relevant competent authorities
